The Danish Refugee Council (DRC) is recruiting a Site Management Support (SMS) Coordinator, to be based in Athens, Greece.

    DRC has been operating in Greece since November 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.
Job Description
  • Under the direct management of DRC’s Head of Programmes, the SMS Coordinator will provide roving technical support to all SMS managers in the 9 sites in mainland Greece. This support will entail regular technical supervision of SMS Managers and Team Leaders and regular visits to all sites, the development of SMS and related capacity-building trainings, representing DRC in relevant SMS forums, and further building and strengthening of relationships with relevant Greek authorities and other humanitarian actors around issues of SMS, in close collaboration with Area Managers and the Head of Programmes. In addition, the SMS Coordinator will be coordinating field-level compliance with DRC’s SMS standardization and mainstreaming processes. Finally, the SMS Coordinator will chair the National SMS Working Group on behalf of DRC.
Duties
Responsibilities will include, but not necessarily be limited, to the following:
  • Management and Programme Quality
  • In collaboration with the Head of Programmes and the relevant Area Managers, continue to develop and standardize core SMS competencies and staff performance evaluation plans.
  • Lead SMS staff to identify gaps and needs in service provision in DRC-supported sites and develop proactive solutions and strategies in agreement with the responsible Greek authorities.
  • Work closely with the Area Managers to ensure that all SMS activities are relevant, responsive, and are being appropriately monitored and evaluated within DRC.
  • Coordinate the role-out of standardized SMS tools across all sites in mainland Greece and support SMS staff to ensure consistency and quality of reporting by SMS staff.
  • Identify, design and conduct capacity-building training and initiatives for SMS staff in core Camp Coordination and Camp Management (CCCM) competencies.
  • Support SMS staff in all sites in the development of SMS area-specific strategies and plans, including strategies for regular and participatory engagement with the communities.
  • Work closely with sector-specific technical Coordinators to ensure integration between SMS and other sectors.
  • Contribute to the development of technical SMS components of proposals, donor reports, site reports, advocacy and policy notes, and other SMS reports as required.
  • Coordination
  • Maintain close collaboration and coordination with national and regional counterpart(s) at the MOMP and provide support to them regularly.
  • Support coordination of activities of all DRC SMS Team Leaders and Manager nationally, and represent programmatic needs, gaps, and issues to the relevant DRC units.
  • Support coordination with other units to ensure that key messaging and advocacy are harmonized across sites and areas of operation.
  • Support coordination with the procurement unit to ensure that procurement systems related to SMS activities are harmonized and timelines are respected.
  • Monitoring and Reporting
  • Ensure that projects and associated activities are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements.
  • In collaboration with the Athens-based Monitoring, Evaluation and Learning (MEL) team, ensure the implementation of projects complies with quality standards and are monitored in accordance with pre-defined objectives and indicators.
  • Support the SMS teams to complete accurate and timely reports.
  • Finance and Administration
  • Develop SMS components for new budgets for all sites in mainland Greece.
  • Collaborate regularly with the Head of Programmes and relevant Area Managers and Athens-based finance team to monitor spending and ensure the timely utilization of all grants.
  • Ensure full compliance with DRC and donor financial guidelines and policies.
  • Human Resources and Personnel Management
  • Manage assigned teams and support respectful and positive working relationships, which allow for the effective implementation of all activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and both strong SMS and generalist knowledge.
  • Lead site-level and SMS-related recruitment processes and ensure that relevant staffing structures are in place.
  • Promote professional development by identifying training and capacity-building opportunities and ensure staff are well versed in core SMS concepts, DRC's Code of Conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.
  • Collaborate with the DRC human resources department to ensure staff evaluations are conducted on a regular basis.
  • Logistics and Procurement
  • Collaborate with field staff and the Procurement-logistics unit to develop and maintain comprehensive procurement plans, especially with regard to NFIs and food items.
  • Regularly review SMS procurement plans with the procurement and logistics and finance teams to adjust spending as required in advance of project closure.
  • Security
  • Comply with DRC safety and security procedures including Chapters 19 and 20 of the organization’s Operations Handbook.
  • Ensure that security incidents at the site-level are reported to the Country Director and Area Managers in a timely manner according to organizational procedures.
  • Chairing of SMS Working Group (SMS WG)
  • Chair the National SMS Working Group and perform functions as per the WG’s ToR.
  • Represent DRC in the National SMS WG.
Requisites
  • Minimum 4 to 5 years of experience in SMS and/or CCCM projects and activities at a managerial level with an international NGO, UN agency, and or Red Cross / Red Crescent society; experience in working in emergency contexts preferred.
  • Master’s degree in political science, conflict management, social science, international relations or other related field.
  • Demonstrated effective communication and negotiation and skills.
  • Knowledge of Greek, Farsi, and/or Arabic is a strong asset.
  • Proven capacity to adapt to a dynamic and changing operational environment.
  • Strong computer and data management skills.
